In accordance with the regulations of the U.S. Department of Transportation, 49 CFR Part 26, Siemens Industry Inc.,., Mobility Division Rolling Stock, hereby proposes an overall goal of 5.10 percent for Disadvantaged Business Enterprises (DBE) participation in contracting opportunities during Fiscal Year 2017 (October 2016 – September 2017). The goal and its rationale are available for public review for 30 days from the date of this notice, at the address listed below. Hours of operation are Monday through Friday from 9 a.m. to 5 p.m. P.S.T.

The Siemens Mobility Division Rolling Stock factory in Sacramento, CA is seeking qualified DBEs and Small Businesses that are able to supply goods and services in the area of railcar manufacturing. This can include but is not limited to: car body assemblies and components, interior and exterior illumination components, windows, windscreens, seats, interior paneling, luggage racks, handrails, flooring, traction electric components, wheel sets, diesel and cooling systems, cabling, high and low voltage electrical cabinets, fire detectors, fire extinguishers, smoke detectors, passenger information system and infotainment, destination signs, HVAC units, door components, brake systems, vehicle control systems, mechanical and electrical connecting parts, hardware, shipping supplies, MRO supplies, logistics, decal and vehicle wrapping, and technical services.

Public Notice FY 2017 DBE Goal Seeking DBEs/SBEs for Passenger Railcar Goods & Services
Stadler (Stadler US Inc. and its sister company Stadler Bussnang AG) , a Transit Vehicle Manufacturer establishing a final assembly in the United States, announces its overall DBE goal of 3.70% for Stadler US Inc. and 4.40% for Stadler Bussnang AG for Fiscal Year 2017. The proposed goal and its methodology are available for inspection during normal business hours. Stadler will accept comments on the goal for 30 days from the date of this notice. Stadler is a system supplier of customer-specific solutions for rail passenger vehicle construction. Stadler US Inc. will perform all U.S. manufacturing on behalf of Stadler and is seeking DBEs certified under 49 CFR Part 26 and SBEs meeting SBA standards to submit technical and commercial proposals to us for materials and services we may require to manufacture passenger railcars. The potential supplier work scope may include diesel engines, transmissions, electric traction motors, propulsion systems, electric storage batteries, auxiliary power supplies, metals and metal fabrication, training manuals, interiors, fiberglass formed products, axles and chassis components, wheelchair lifts and ramps, electrical panel fabrication and assembly, composite panels, trim, exterior and interior lighting, seats, flooring, hardware, wiring, transportation of materials, and other stipulated deliverables for installation on passenger railcars. Potential suppliers of materials and services must have proven passenger railcar industry experience. All suppliers’ manufacturing facilities shall be certified or compliant with the Quality Program requirements as directed by ANSI/AQS Q9001, ISO 9001, ISO 14001, or demonstrate compliance with an equivalent program.
