Terminal Revitalization – Phase I


Chemung County will be receiving sealed bid Proposals for the above referenced project at the Elmira Corning Regional Airport at the Chemung County-City of Elmira Purchasing Department, Room 403, Fourth Floor, John H. Hazlett Building, 203 Lake Street, Elmira, New York 14901, until 1:45 P.M. on Tuesday, June 27, 2017, where they will be publicly opened and read aloud at 2:00 PM on the same date.

Type of Construction: The project includes the demolition of approximately 20,000 SF of terminal concourse and restaurant area; temporary construction for ticketing area with in-bound baggage, ground transportation, concourse area and restaurant kiosk; 70,000 SF of enclosed building envelope with associated concrete foundations; geothermal wellfield and associated piping; stormwater collection and treatment; fire protection, sanitary sewer and hydrant utilities; new landside, sidewalk and drop off area; utility relocation; new jet bridge; and hazardous material abatement.

DBE Requirements: The Elmira Corning Regional Airport has an overall Federally Designated DBE goal of 6.2% for Federal Aviation Administration (FAA) funded projects in Federal Fiscal Year 2017. All Contractors and Subcontractors are encouraged to make good-faith efforts, as defined in Appendix A, 49 CFR Part 26, that will allow all DBE’s the maximum opportunity to work with them on this project.

Pre-Bid Conference: A Pre-Bid Conference will be held at the administrative offices of the Elmira Corning Regional Airport (276 Sing Sing Road, Horseheads, New York 14845) on Thursday, June 8, 2017 at 1:00 p.m. Qualified DBE firms are encouraged to participate at this conference.

In accordance with the regulations of the U.S. Department of Transportation, 49 CFR Part 26, Siemens Industry Inc., Mobility Division Rolling Stock, hereby proposes an overall goal of 5.69 percent for Disadvantaged Business Enterprise (DBE) participation in contracting opportunities during Fiscal Year 2018 (October 2017 – September 2018). The goal and its rationale are available for public review for 30 days from the date of this notice, at the address listed below. Hours of operation are Monday through Friday from 9 a.m. to 5 p.m.

This can include but is not limited to: car body assemblies and components, interior and exterior illumination components, windows, windscreens, seats, interior paneling, luggage racks, handrails, flooring, traction electric components, wheel sets, diesel and cooling systems, cabling, high and low voltage electrical cabinets, fire detectors, fire extinguishers, smoke detectors, passenger information system and infotainment, destination signs, HVAC units, door components, brake systems, vehicle control systems, mechanical and electrical connecting parts, hardware, shipping supplies, MRO supplies, logistics, decal and vehicle wrapping, and technical services.
